Offline RPGs are trickier to find than they should be, because so many chase the always-online model. But the good ones reward you with dozens of hours of story that live entirely on your device.

What I look for first is a complete download — no chunks that stream in later and strand you mid-quest. Then I want a save system that doesn't punish you for closing the app, since offline play usually happens in short bursts.
